If you Identify an associative hatch the F0 appears, click on it and it takes you to a menu listing out the settings of the hatch with it's own Set All at the bottom.

Yes, Tony has it right. The last sequence works when it is a hatch pattern that you're clicking on.

Yes. And the result is Identify/Set Everything except Z height and Z Base. The only downside of this is if you are doing lots of 3D modelling and want to use Alt+I to pick up Z info.
