I would like to have the ability to open PLT files sent to us from consultants who use AutoCAD, plot them, and even red-line them to return for editing. This is a sure way to secure our files as well as theirs so originals cannot be copied or modified.

I use ViewCompanion Pro from Software Companions (U$64) for this sort of thing w/ plt files. Full Adobe Acrobat for pdf files. There are several pdf mark-up programs such as CutePDF which will do the same at much less cost.
