I'm not sure I follow you, is this a Datacad based python project your trying to start or are you trying to get people recruited to work on the PythonCAD source forge project?

Anyhow, now this Python project has just overcome the initial stage, with: PyQt, Sympy, Pyton 2.6, PyCAD Git-gui, and, at last, also the Eric (4) Python IDE
up and running. That said just in case you'd like to know...
