Upon export, the box "Automatically export reference files" has to be checked each time. Can it remember the export xref condition? We nearly always want to export the xref, nearly always forget it at least once in a series.
The default state of this option is controlled by the setting on the "DXF/DWG" tab of "Program Preferences." If you choose "Automatically export Xrefs" in the "Xrefs" section on this tab, the same setting should appear in the File/Export dialog.
