Jpg covering my lines? Can't fix

Hi
I'm just getting back into DCAD after a 5 year absence, and jumping from 11 to 15.
I have a site drawing, and I inserted a JPG of a hand drawn driveway.
My problem is that the jpg is in front of all my cad lines. I've tried "send to back/front", I've tried changing the z height and z base of the jpg. But it still covers the drawing. I need to see it behind the lines so I can align it properly. Turning it on and off a million times isn't practical.

ps- when I insert a jpg into a blank drawing, I can draw on top of it and the lines stay visible. What am I missing? Is it determined by what was drawn first?

add a layer, and draw on that layer that is later in the list.
Make sure under Display, layer order, that last F2 is selected.

I see that I can move the jpg to the first layer and that works.
When I go to the View pull-down menu, then to Display, there is no option for layer order. Could you please explain where you got to display->layer order?
