When I insert a symbol or insert a section from another drawing I can choose the layer that the insert will reside in, but how can i force the insert to be the color of the layer chosen for insertion?

For symbols, you cannot do this automatically. What you can do is insert it, and then open it in the Symbol Editor and change the color to what you want it to be. This will only affect the symbols used in that drawing - because once a symbol is inserted into a drawing, it is embedded in that drawing and edits to it only affect instances in that drawing.
