I believe I have a file that is corrupted in ver 11.

A toolbar that works "offset" command will not work in this file.

I opened many other files and the same toolbar offset command works.

Any idea's how to fix ?

Have you tried cutting and pasting the contents of the (corrupted) file into a new file? You may need to do it in batches in case there is a corrupt entity.

The section I've tried it on has worked ... thanks.
