So I messed with this some more and it turns out the order is determined by changes made to a Printer Properties. So if you add a printer, rename a printer, change some value in the printer properties (not all values it seems) then that printer is moved up to the top of the list. (lamesauce

So what I am doing to get them in the order I want is tweaking the printers names, applying the change and then renaming my printer back to what want it should be. I am doing this in a reverse order where I do the printer I want at the bottom of the list first thru the printer I want at the top of the list last.
