WANT TO ANNOTATE A PHOTO BY PLACING TEXT ON THE PHOTO
IS THERE A WAY TO CHANGE THE PLOTTING ORDER ? TEXT AND PHOTO ARE
ON SEPARATE LAYERS, ALLOWING THE TEXT TO PLOT?

1. Move the layer with the bitmap up the layer list so it's above the layer with the text. This is done quickly in the Layer Manager,
2. Make the layer with the text the active layer,
3. In the Utility/Print/Pen Table menu select First in the Print order bitmaps and fills, check item 1 has been done,
4. In the Utility/Display menu pick Layer Order/Last - check item 2 has been done.

I've used a graphics program to generate little text tags then inserted them as little bit-maps on top of the photo in Datacad ...or in the graphics program itself to the graphic file, then inserted in Datacad. Depends on what you need to annotate...and how extensive.

If it's text and legends, nice white boxes with black letters ...or color...work well. Then Datacad for bold arrows. If they are repetitive you might want to make them symbols.

Often I just use Sketchup Pro Layout for graphical annotation. You have better control over the 'stacking' in Layout. And you can freeze layers or turn layers on-off.
