I installed 16 on a new computer and now whenever my cursor hovers over a line or entity in a drawing, an asterisk and note pop up showing the possible snap points.
I can seem to turn this off unless I turn off snapping completely. Is there a toggle somewhere to turn off that "feature"?

It should be in the Program Preferences. It might be in a slightly different location in v16, but on v22 it's located on the Drawing tab under Dynamic Snapping. You can uncheck the indicator (asterisk) as well as the popup hint.
