Once I have mLockToolBarsToggle in locked position - I leave the Utility/Edit menus floating, but they will dock if they get close to the screen edge. Then I have to unlock Tool Bars and undock it. Can I keep the Tool Bar locked in undocked?

Unfortunately, no you cannot do that. And by your inclusion of the 'm' at the beginning, there may be some button label issues? You can ask Tech Support on how to best correct it, but it might not hurt to try installing the latest update.
