*Enter a menu that requests input in the "Message" toolbar (for example, the "Layer - On/Off" menu)

*Use a shortcut key to enter the "Print/Plot" menu without exiting the previous menu. The "Message" toolbar still waits for input from the previous menu.

*Select "Multi-layout" from the "Print/Plot" menu. The "Message" toolbar is still waiting for input.

*Select "Layout" from the "Multi-layout" menu.

*Try placing the layout. The layout is not placed as long as the "Message" toolbar is still waiting for input from the first step.

I'm also able to reproduce this by using a toolbar icon to access the Print\Plot menu without first exiting the text entry field.
