Although you're probably aware of this, first of all NOTHING (other than noting and dimensioning) should be drawn at ANY scale - it should be full-size!
If you have created a file that has noting and dimensioning for a final plotted scale of 1/4"=1'-0" you would want to scale the notes and dimensions by a factor of 2. In other words, for any notes that you have that will plot at 1/8" high (6" high) for that 1/4" plot, you'll need them to be 12" high to plot at 1/8" high when they are plotted. Do NOT scale the drawing itself (ie. the walls, doors, etc.) as any dimensioning you do after that will be incorrect.
