I believe you are refering to the Status Panel. If you can not see it, go to View/Toolbars and check the Status Panel.
Now that should be on the screen, and you can grab the header and drag and drop it where ever you want it.

I had to re-install datacad, and I cannot for the life of me remember how to have the interface show the layers, line weights, line types, etc. below the main Utility/Edit menus... That saved me so much time, and would love to have it back....
