I was wondering if there was a way to break-up hatches without using void? Basically cutting a hatch into two hatches, that would make things easier when drawing multiple hatches in a drawing file.

I've used a polyline knockout on to do that.

You can use the Curves / Polyline/ Edit menu to do this.

You can also get to it through Hatching/Boundary/Edit (always lots of ways to get to DC's commands!).

Does that menu let you edit Smart Arrows?

Edit: it does - because that takes you to the same menu.
