How does one use Pen Sort?


And, why is it getting toggled on, in some drawings?

When turned on, Pen sort determines the order the pens are drawn. Pen 1 is drawn 1st, the Pen 2 on top of that, etc. When off, the order is determined by layer / display order. With Pen Sort you just draw in a color on any layer and you know what the printing order is going to be so you don't have to worry about layer or the display order when printing, just color / pen mapping.

That sounds like a merge function - which I understood to be how any pen table works? The issue I have is when Pen Sort is on, fonts with fill become gray, instead of black.

That sounds like the font fill color is set to a grey color that is a pen number higher than the color/pen that is being used for the outline.
