Symbol Scale By Folder

I want to use Symbol Scale by Folder, and I try to turn on Symbol Scale when I open a folder that has things like electrical symbols, that need to be scaled, based on the plot scale. The Symbol Scale setting keeps getting toggled off.
How do I get things that way I need them to be?

Is Symbol Scale and Symbol Scale By Folder both checked?

Symbol Scale by Folder=TRUE
?

Symbol Scale by Folder=TRUE
Isn't that toggled by this setting?
