Custom scales

I'm having a major brain fort right now ..
Due to a County Planner's comment I need to create a new plotting scale for 1"=1,000' for a 24x36 sheet (yep .. BIG site). It's been too long since I had to play with setting up new scales and can't for the life of me find the instructions to get there.
My thought process is that if I want 1"=1,000', and my sheet size is 3' long, then in-scale it should be 3,000' - so a scale factor of 1,000. I had LONG ago created an 'Engineering' scale file (but I'm questioning now whether I ever set that up correctly since 1:80 is too small and 1:90 is too big) and my "normal" scale file only goes to 1:60. Obviously I'm off SOMEWHERE in my scaling factors. I know how to open and save the .SCL file(s) - I just need help understanding what the factor is I'm missing.
