Is there a DCADWIN.INI command or the like that can get rid of draw marks now permanently and for ever?

Under settings is Draw Marks that you can unselect.

I can turn off but it seems to work only for the active layer. I was looking for a global fix. The setting is off in my default files but something went astray in this one job.
