I am just geting back into this program after a hiatus.
How are we supposed to re-establish individual Tools (Toolbars) after I have dismissed them?
For example Layer Manager, Symbols, Colors, Lines, Door type manager, Window type manager, Wall type manager, etc?

Could not find anything under Tools > Preferences or Tools > Settings or Utility > Settings

Where would I look?

View/Toolbars for most
Layer Manager you get to either through the Layer Menu, or just hit the box next to the Layer name in the Status Panel Toolbar
Symbols would be Ctrl-T (for template)
