I've noticed that when I have the layer manager open, many operations, like placing text, edits, etc. are slower because the layer manager "repaints" the info after every action. If the layer manager is off, those activities are not delayed by the "repaint" action.

Is this normal or do I need to click a box somewhere? I really don't need the layer manager to cycle again after every other action.

It's normal. Would be nice if just the individual layer that's affected would update, but I would guess this is a limitation of the tools being used to create the layer manager window.
