Dimension Text Size Changing with Plot Scale

This is odd - some of the dimensions in the drawing I am working on change the size of their text when I change the current plot scale. Also the text offset is changing, too. But not all of the dimensions.
What setting is causing this?

Roger, that was it. I had forgotten all about it. I think it was accidental. The odd thing was that since the text offset was not correctly set, and the text was then placed manually - when it resized, it "jumped" quite far away from the dimension line.

Lock scale for dimensions is/was supposed to compliment lock scale for text and symbols, but the bugs have never been worked out.
I know Dave was working on trying to tame this beast at one time, but I am not sure what the current status is for this feature. It would be nice to get it working or removed from the feature set.
