Here is a really neat way of having your standard dimension styles in every scale, without saving your setting for every scale or using plot scale. Save each dimesion style at 1/4" = 1'-0" as a symbol in the "Symbol" folder. Insert the dimension (exploded) with the correct enlargement factor for the desired scale. Identify - Set all and now you are ready to rock'n roll with the all of the right dimension settings.

We use three different types of dimensions.
1) Dimensions to Finishes: Use arrows and no overhang
2) Dimensions to Studs/Masonry: Use tick marks
3) Dimensions to Structural Grid: Use dots
