What version of AutoCAD does Datacad 19 r/w

Interesting question - I spoke with another DataCAD user the other day at the building department, and he informed me that AutoCAD is now making it so DataCAD users cannot open an AutoCAD 18 file.
He had to get his engineer to save it as an R14 file and send it over. That worked just fine. Any one else heard of this?
