When create an attribute that is drawn as horizontal but rotate with the angle locked and fixed text and rotate it when you bring it in the plan the text shows up fine on the base drawing but when you use the base drawing as an xref the attribute reverts to being vertical. Is there a way to correct this short of having an attribute for each situation of x and y?

I am a little unclear in your message, but Ctrl+Right click on your xref and try toggling Fix Text. If that is not your intended result, check when inserting the symbol if Lock Angle is on or not and try the opposite.
