I'm have a bit of trouble scaling an imported dwg file. When I measure the distance (reference to reference) I'm receiving 5'-0" instead of 23'-11". I have used the direct method....import from the drop down menu. As opening from my downloads. Same result.
Or how do I scale to the desired scale after opening.

You will have to complete the Enlarge command on the drawing.
Pick a point to enlarge from
Enlargement, Cal Dist, By Points
Pick the line end points of what you know (5'-0" item)
pick the line end point, then enter the correct length (23-11)
Select by Area, and pick the complete drawing.
