Is there a setting for when exporting to a .dwg, that all knockout attributes are removed from all polylines, even within symbol definitions.

Try the View pulldown/Knockouts then untick all the 3 options. Generally, ticking Compatibility Mode displays KO's in exported DWG's.

The other method could be to use Change/More/KO/NO, right click twice to go back to the Change menu then using EGAFM select the whole drawing to export, then exit the drawing without saving or pick undo to restore the KO's.

I could do that, but I don't think that would get rid of the old within the symbols where most exist.

You may need to Edit each symbol and remove then that way...or consider asking the recipient to turn off KO's at their end so they don't display on the software they're using?
