BREAK DIMENSION LINE AT CROSSOVER

Is there any function that I can use to break a dimension line that crosses another one like in hand drafting?

This isn't really a solution, more of a work around. You can create a simple 2D polyline curve then apply Knockout and place it over the dimension line you want to break:
