3D Cursor OFF by default

Does anyone know how to set 3D Cursor to always be OFF when using the Measures menu?

This bugged me for years....
Here is my kbd macro. You need to be in an elevation first, as usual, and the F2 then goes red. The F2 doesn't do anything when in ortho mode.
X^;^:^F7^F4^F2
(Jeez, just wait till Evan Shu hears about this....)

Nick THANK YOU for this.
I was looking for an INI setting or extended code to set the default state of the 3D Cursor but as far as measuring on Elevations and such this works beautifully. It never occurred to me that having an additional ^F2^ when in 2D PointToPoint menu wouldn't affect anything.
So my single instance Measures action is now:
X^26#^f4^f2^N^

Thanks for prompting me to actually do something about it, at last.
I'm not kidding, I discussed this with Evan Shu at a meeting in Boston in 1996.
