Searchable Text in PDF Exports

I have had a few contractors now ask for this functionality but have not been able to figure out a way to do it - I had hoped that TTF fonts would be the answer.
I have also tried using Adobe Acrobat OCR over it but it is good for notes but not any good for tags that are over the drawing like floor finish tags, etc
Any help appreciated,
