DataCAD doesn't to the conversion, but there are some websites that will do a "scan to CAD" very nicely. A few years ago I had a major hard drive fail and pdf's were my salvation. I think I paid one of those websites a few buck and got CAD back out of some progress pdf's that I got back from client emails and was back up and running fairly quickly while I waited a couple of weeks for some company in CO to do a hard drive recovery that actually recovered 98% of my work.

This website has limited .pdf to .dwg file converter & also has a paid for version with more in-depth functionality. I just tried it out with one of my recent DataCAD drawings that was save to .pdf & it converted to .dwg format quite reasonably. Apart from some line weight & text issues & only on one main layer, it performed the task quite well for the free version. See my low res screen capture of the two as attachment to compare.

I found ABViewer (https://cadsofttools.com/products/abviewer/) a few years ago and popped for the perpetual license. It's fairly fast in the conversion, and if the PDF was generated by a CAD program it's very good in the translation; I haven't had too much luck with text but it may be a difference between SHX and TrueType. It's definitely been worth the investment to have on my desktop and not have to worry about an internet connection.
