While working on a project with DC23, I just noticed an update (DataCAD-ver. 23-00-03-04) is available, so wondering is there any forum talk on this

Ok, I updated to DataCAD-ver. 23-00-03-04, but still couldn't see any talk on this specific update or direct message to DC HQ !
I guess as Josh noted, it may be the same as the revision history to version DataCAD 23.00.03

Nothing on the beta forum. It may be the next build that addresses a couple of bugs and Mark hasn't posted it yet.

It's functionally the same as DataCAD 23.00.03 Release Candidate 4 from the Beta Channel.
