Any suggestions on a bulk file rename utility?

One that could add suffixes or prefixes to an existing file name preferably without changing the date of the file.

I love JoeJoe's freeware app Rename Master. Gonna have to try out Mr. Madura's suggestion, it looks pretty good too.
