The IEBC 704.2.3 refers to a "windowless story as determined ... with the IBC" .

Does anyone know where "windowless story" is defined?

Saw this late, you probably have the answer already. But, if you don't.... If you are working on a detention facility, there is a definition in 408.9 for "windowless building" for that section only. Otherwise "windowless story" is not defined. If you have a "story without openings", then the requirements are in 903.2.11.1 through 903.2.11.3. All from the 2009 IBC. No consistency in the code at all.
