Alteration project in Maine

First - happy holidays to all. Let's all hope for a great 2023!!
My son lives outside of Portland IScarborough) and wants to make some relatively minor alterations to his home. Primarily a dormer and minor interior alterations. I can prepare the drawings, but don't know what might be required for permits/submissions/etc. Can anyone provide some advice and direction? Feel free to private message me - this is probably of no interest to most.
