I just found a post through the Building Codes forum that I belong to that the ICC has decided to put their building codes online - including quite a few states - and it's free! Apparently they have some limitations on the 'free' part (limited search and print - but the entire text is there). Check it out here:

I haven't checked the California Codes to see if they are current with the latest errata's, but it's a start!
