If you put a number or letter within a circle with an arrow and save it as a symbol with the insertion point at the tip of the arrow if you use dynamic rotation (unexploded) with fixed text the number or letter ends up being off center of the circle when the symbol is rotated. Is there a way to keep the number or letter centered on the circle when you use dynamic rotation no matter what direction it is inserted?

that's more a function of the text you are using. I had a similar problem, found using ArchD.shx as a font made mine work the best. Let me know if another font works better.

True Type Fonts usually work better for this. We use the TTF version of our standard ARCWY2GP font for our keynotes and such because of this. Have to play with the fill and outline settings to get things to match up the same since the fonts are just a little different.
