Locate the steelpro.DCX file and then copy it and paste it into your C:\Datacad 19\Macros folder. Once you have the file there start Datacad, go up to Tools, Program Preferences and on the Macros tab, highlight any or all of the Macros on the left side of the screen and then click the Add-> button to load the macros into the toolbox menu. Click OK to close the dialog. Now you can access the Steel Pro Macro via the Macro's drop down menu at the top of the screen, or S9 Macro menu button in the Datacad menu or via the M key (if you have not changed the M key's mapping to another command).
